Dark Lord of Kerning City said there was a gift prepared for me for becoming a Citizen of Honor, but that he'd give it to me once I completed one task. Dark Lord told me that long ago, not long after he'd first become the Dark Lord, a comrade of his had been kidnapped by a rival faction seeking to seize control of the city, and he entrusted me with the task of finding some clue to his whereabouts. He said the faction most likely responsible for the kidnapping had their hideout deep in the marshland, so I might be able to turn up a clue by defeating Croco there.

I found Encrypted Document in the marshland. Still, deciphering what was written on the document doesn't look like it'll be easy.
Full dialogue
The reason I called you here is that I have something to give you for becoming this city's Citizen of Honor. But before that, I want to see whether you're actually worthy of receiving it. Consider this your first task from me. Well? Think you're up to it?
Accept: Good. Then listen carefully. As you know, I am this city's Dark Lord. But "Dark Lord" isn't the name of one single person — it's a title passed down through generations, given to whoever leads the thieves of this city. I was chosen as Dark Lord not long after my predecessor vanished, myself.
Accept: But once the previous Dark Lord disappeared, factions coveting the seat sprang up all over the place, all with their eyes on ruling this city. Cowards who never dared stand against my predecessor, suddenly running wild the moment he was gone. So I deliberately hid my identity and gathered allies of my own, aiming to wipe them all out in one stroke.
Accept: But they moved faster than I'd expected. And one day, Rex, my comrade and dear friend, vanished without a trace. No doubt about it — it was the work of those who'd taken to calling themselves the next Dark Lord.
Accept: I drove them into a trap and took down most of the ringleaders, but in the end, I never did learn what became of Rex. To this day, I still don't know what happened to him, whether he's even still alive... nothing.
Accept: But I refuse to just give up on him like this. So, here's what I'm asking. I want you to go find some clue as to what happened to him. I've heard the hideout of that faction claiming to be the next Dark Lord was somewhere in the marshland near Kerning City. Defeating Croco there might be a good place to start. Now, get moving.
