City Clerk Roxy, whom I met in Kerning City, suggested that I become a resident of Kerning City. Which city suits me better, Henesys or Kerning City? Once I make up my mind, I should speak with the City Clerk of that city for more details.

Hmm, now that I think about it, I believe it's important to gather enough information before making such a big decision. While our town of Henesys is a wonderful place to live, Kerning City is also known to be a charming place full of unique character.
I really think it would be best for you to visit Kerning City yourself and see which town suits you better. It won't be too late to choose Henesys even after you've given both places a fair comparison!
Accept: Great! If you head west from here, you'll reach Kerning City. Why don't you go and meet Roxy, the City Clerk over there, and see what she has to say?
Decline: Have you already made up your mind?
Oh my, an adventurer, aren't you? Is this your first time in Kerning City? No need to look so surprised. It’s quite rare to see someone wandering around this city with such an innocent, naive look on their face. You can't hide it from me.
Ah, I see you’ve already met Arthur in Henesys. That guy has always been needlessly earnest and uptight. Well, that makes things quick. Mind if we make a very special proposal to you as well?
Responsibility, rules, reputation... isn't a life bound by such tedious things incredibly suffocating? Haven't you ever felt like your true self is just slipping away while you're too busy worrying about what others think?
You see, Kerning City is a city open to anyone who pursues a life of complete freedom, unbound by anything. The residents here live their lives entirely on their own terms, without caring about the judgment of others.
That being said, it’ll be trouble if you mistake this for a free pass to do whatever you want. If you cross the line by bullying the weak or the innocent, you won't escape 'His' severe punishment. You want to know who He is? You'll find out soon enough if you stay here.
Anyway, that's why we've decided to grant adventurers the opportunity to become residents of this town, so that those who share our goals in life can freely settle down here. If you happen to be interested in obtaining Kerning City Citizenship, feel free to ask me anytime!
